You do not need to purchase the entire Adobe Creative Cloud suite.  You may purchase individual title subscriptions, but if you need more than two titles then it would be best to purchase the entire suite their will be cost savings.  Only Named-user licenses can be purchased individually, Shared-devices licenses can only be purchased at the entire Creative Cloud suite.
